Heat milk and water in a saucepan and set aside.
In a large pan, heat ghee over low-medium flame. Add the wheat flour and roast it until it turns golden brown and becomes aromatic, stirring continuously to avoid burning.
Gradually add the warm milk mixture to the roasted flour, stirring continuously until all the milk evaporates and the mixture becomes soft and smooth.
Add sugar and continue to stir and cook until the halwa starts leaving the sides of the pan. Cover with a lid and let it cook on low flame for about 5 minutes.
Meanwhile, in a small pan, heat a bit of extra ghee. Add the chopped nuts and raisins, and roast until they turn golden brown. Remove from heat and set aside.
Remove the lid from the halwa, then add the roasted nuts mixture and cardamom powder. Mix everything well until combined.
Your Atte Ka Halwa is ready! Garnish with slivered pistachios and serve with puris for an indulgent treat.
