Take a mixing bowl, add all ingredients except green chili and oil, and mix well.
Add 1 tbsp oil, mix it with your hand, and make crumbly mixture, keep aside.
Wash, clean and wipe the green chilies, and then make a slit along the length of the chili with the help of knife. Make sure do not slit all the way to the bottom or cut through the other side of the chili.
Now stuff the mixture into the chilies with your fingers.
Now place all the stuffed chilies into the kadhai or pan, add 1tbsp oil all over the chilies, and then cover the kadhai with a lid for 10-15 minutes on low flame, while cooking check and turn chilies 2-3 time, till all the sides cook well.
